Can I get the unlock code for my RAZR V3 from cingular?

No you can't. If the phone was purchased unlocked then you don't have a problem putting it on any network. If it came from a network specifically then you need to get subside or unlocking codes to unlock it. Where is the phone from?

The question is where did you get the phone? That will depend if you can unlock it and how.
