CDMA - Lock/unlock?

Since the LG VX-10000 is a CDMA phone, can i purchase an unlocked one and use it on the bell network?

Also, I was told that the Bell network is locked to the phones it sells under the Bell tree... is it possible to
purchase an unlocked CDMA phone and use it on the Bell network?

Is there such thing as an unlocked CDMA phone?

If you live in the Kingston area in Ontario there is a plce in the Cataraqui mall that unlocks phones, you could always ask them? Please reply if you find out as I would like to know as well.
