How do you program internet on GSM unlocked phone

I am getting Tmobile. If I buy an unlocked GSM phone, is there a way to program it so that I can use the internet features? I know the SIM will only follow the phone number and SMS messaging, and you have to do something to it to get the internet working.

Any help is appreciated

I'm not sure if this is something you can actually program. You can maybe program the SIM to enable internet browsing, but the capability has to be there on the phone and with the network.
