After publishing that the ATT Cingular merger lead to Cingular being the provider with the greatest complaints, the FCC publications also listed Verizon as the least complained about cell phone company once again, with only 1.4 complaints per 100,000 users.

It's all relative, the big companies aren't very far behind Verizon in terms of customer service. I've heard just as many complaints for Verizon as I have for Cingular or Sprint.
